Start with the building’s use

Private domestic accommodation and shared residential buildings are not treated identically under fire safety law. The common parts of multi-occupied residential buildings fall within the Fire Safety Order. Other duties can apply through housing legislation and the Fire Safety (England) Regulations 2022.

For a flat or studio enquiry, explain whether the request relates to the dwelling, shared escape route, landlord management or a whole-building requirement. A standalone flat should not be sold a generic communal FRA without checking the scope.

What to prepare

Gather plans, the previous assessment, occupancy information, records of fire alarm and emergency lighting checks, and details of alterations. Arrange access to relevant common parts and identify who controls the building’s fire safety arrangements.

Concerns about flat entrance doors, hidden compartmentation or external walls may require further specialist work. These should be discussed separately rather than presumed covered by a basic visual assessment.

Housing guidance and review

BS 9792:2025 is the fire risk assessment code of practice for housing. The applicable approach and assessment type must be agreed for the building. Keep the findings under review and reassess when changes affect risk, access or the evacuation strategy.
