Define the building and common parts
Provide the number of flats, height and storeys, age, common areas, evacuation strategy and details of alterations. Identify any commercial use within or below the block and who manages each part.
The Fire Safety Act 2021 clarified the Fire Safety Order’s application to the structure, external walls and flat entrance doors in relevant residential buildings. A basic communal inspection is not automatically an external wall appraisal or an intrusive investigation.
Choose the investigation level carefully
Type 1 to Type 4 terminology describes different levels of inspection used for blocks of flats. They differ in whether dwellings are included and whether opening-up is needed. The appropriate type depends on information available and the concerns identified; Type 4 is not automatically needed for every block.
Discuss access to flats, permissions, contractors for opening-up and making good if intrusive work is proposed. These items must be separately scoped.
Records support a useful assessment
Prepare the last FRA, drawings, fire door records, system maintenance records and available fire strategy information. Tell us about known defects and planned work. Where the building triggers additional duties, the Responsible Person must also address those requirements independently of purchasing an FRA.
