What a fire risk assessment is for

A fire risk assessment considers how a fire could start, who may be affected and whether the existing precautions are adequate. It should produce a usable record of findings and an action plan, rather than simply a document to file away.

The scope must fit the premises. A small shop, an HMO and a multi-storey residential block have different occupancy, management and access requirements. Tell us about your property so these can be discussed before a quotation is accepted.

YOUR RESPONSIBILITIES

A practical assessment. An ongoing duty.

The Regulatory Reform (Fire Safety) Order 2005 places duties on the Responsible Person for workplaces, other non-domestic premises and common parts of multi-occupied residential buildings. A fire risk assessment must be recorded and kept under review; actions must also be implemented.

PAS 79-1:2020 provides a methodology for premises other than housing. BS 9792:2025 is the housing fire risk assessment code of practice, replacing the withdrawn PAS 79-2. BS 9999 addresses fire safety in building design, management and use; it is not a blanket accreditation or a substitute for a suitable assessment. The applicable approach depends on the premises and agreed scope.

Agree the scope before the visit

Provide the address, building use, floor area, number of storeys and occupants, and any previous assessment. Flag alterations, concerns about fire doors or compartmentation, unusual hazards and any enforcement correspondence.

The written quotation should identify what will be inspected, what records are needed, access arrangements, limitations, report timing and the fee. Intrusive opening-up, external wall appraisal, alarm servicing and remedial work should not be assumed to be included.

From findings to action

After receiving an assessment, the Responsible Person must consider the findings, implement appropriate precautions and keep the assessment under review. Assign actions to named people and track completion. A report alone does not remove legal duties or guarantee that the premises are safe.
